Key Personnel

Public Service Plumbers, Inc.

Joseph M. DiFrancesco, III
Director of Corporate Operations

Texas State Board of Plumbing Examiners
Master License Number M-12063
Master Plumber in the State of Texas since 1981

I am a third generation Master Plumber. Starting at an early age, I spent every summer and holiday working as an assistant ditch digger through the age of 16 or what seemed to be forever. Of course, being raised and sitting at the dinner table with a second-generation plumbing company family, I was continually exposed to all of the business conversations and strategies.

In 1978, I received an associate’s degree in Construction Management and Technology. I followed that with a bachelor’s degree in Accounting and Personnel Management. Over the years, I have had the pleasure of working for Sam P. Wallace International, which sent me to Saudi Arabia as an instructor of plumbing and HVAC systems. From there, I worked for Brady, Lohrman and Pendleton Consulting Engineers as a draftsman and their company’s representative at job site meetings. I completed my internship in the trade working with Milton B. Levy and Sons Plumbing, heading their residential remodel division. In 1982, I joined my parents' company, Public Service Plumbers, Inc.

Over the years, I have been fortunate to learn from my mother, an Auditor/ Bookkeeper, and my father, a talented Master Plumber/Businessman, and to develop unyielding discipline as a M.P. in the United States Marine Corps.

My philosophy is quite simple:
"A transaction is good only when both parties benefit."

Margaret Menta DiFrancesco
President

Texas State Board of Real Estate

I hail from the sunny state of Florida and spent my childhood involved in sports and academics. My father, a beloved OBGYN, and mother, a registered nurse, raised me to understand “the value of a dollar.”

I came to Dallas as a golfer to attend SMU and quickly found myself a “Chi-O.” Four years later, I graduated with a bachelor’s degree in business and a minor in commercial real estate.

In 1987, I met Mrs. Wadie C. DiFrancesco, and over the next 22 years became a close confidante as well as a daughter-in-law. Mrs. DiFrancesco taught me a great deal about business and the true meaning of a “win-win” deal.

Over those 22 years, I worked for several commercial developers, two banking entities—Bluebonnet Savings Bank and AMERSCO—liquidating foreclosed commercial property portfolios. Going forward, I moved to the telecommunications industry and was in charge of the tower site build-out in several states for Sprint Telecom’s wireless network. During my 12 years with Sprint PCS, I was one of three founding members of the Texas State Wireless Association.

My experience with Public Service Plumbers, Inc., through Joseph, Mrs. DiFrancesco, and Mr. DiFrancesco, occurred virtually daily. To be named President of Public Service Plumbers, Inc. is not only a great honor but a terrific fit, especially considering my years of mentoring under Mrs. DiFrancesco and my extensive business background.

My current responsibilities include, but are not limited to, reviewing all annual corporate contracts to ensure peak efficiency in operational costs. My mission is to offer our clients the best value through my efforts to reduce overhead expenses. It all comes back to the “the value of a dollar.”

Lawrence B. Spector, Service Department Head

Texas State Board of Plumbing Examiners
Journeyman License Number J-28209
Journeyman Plumber in the State of Texas since 1987

I started in the plumbing industry as an apprentice while attending The University of Texas at Austin. It was through that experience that I realized how much I enjoyed working with mechanical components and systems.

In January of 1984, I came on board with Public Service Plumbers, and a short 3 years later, received my Journeyman license. Because of my ability not only to perform repairs but also have the foresight to completely resolve problems, coupled with my education, I quickly moved into a supervisory position.

Since 1993, I have been the Service Department Head for Public Service Plumbers. I am a specialist in green living, especially tankless hot water systems.

In January 2006, the founders, Mr. and Mrs. John B. DiFrancesco, with the blessing of their son, Joseph M. DiFrancesco, III, honored me with a minority partnership in Public Service Plumbers, Inc.

My philosophy was developed thru my father, my uncle and Mr. DiFrancesco:
"Always be honest, always be fair, and never forget that without your customer, you have nothing."

Bob McLeod, Senior Project Manager / Estimator

Texas State Board of Plumbing Examiners
Master License Number M-10265
Master Plumber in the State of Texas since 1978

With over 35 years of experience in the plumbing trade, and the first 10 spent in the field, I have developed a hands-on knowledge of the new construction and remodel arena in my industry. After my 10 years in the field, the next 25 years of my trade experience was acquired in estimating, designing and supervising installation of high-end residential and light commercial projects.

As of October 1, 1996, I came aboard with Public Service Plumbers to head up their high-end residential construction department. Over the years, I have grown to specialize in sophisticated plumbing systems that are designed for energy efficiency in homes ranging from 9,000 to 60,000 square feet. I evaluate all fixture selections to ensure that each component fits together seamlessly and all model numbers are accurate. To do this effectively requires years of experience and up-to-date product knowledge.

My forte would have to be my uncanny ability to stay with each and every project from beginning to end, regardless of length, creating a cohesiveness that allows the original concept to be achieved through each and every design revision. Although I have the luxury of a terrific supporting cast, I stand at the helm and plan to be here for many years to come.

Charles Anderson, Project Manager / Estimator

Texas State Board of Plumbing Examiners
Master License Number M-38633
Master Plumber in the State of Texas since 2008

I am a second-generation Master Plumber. Starting in 1987, at the age of 12, my father introduced me to the plumbing and HVAC industry. Those years of field experience have helped me become a very effective estimator and project manager. I have a true understanding of how long certain tasks should take and what components are required to complete the job.

Over the years, I have been fortunate to have formal training in software estimation systems manufactured by Quickpen. Quickpen is the leading estimating software for the plumbing industry today. I was certified by Quickpen in 2004, 2006, 2007, 2008 and 2009, with over 160 hours of formal classroom training.

Throughout my employment history, I have developed a strong background in building automation and HVAC system controls. This background serves me well in my current position with Public Service Plumbers, Inc. As technology in the plumbing industry evolves, the use of electronic and low-voltage circuits becomes a catalyst for energy efficiency and green living.

As a project manager and estimator for Public Service Plumbers, Inc., I estimate and oversee the majority of commercial projects, which range from public works to private enterprises.

My commitment to Public Service Plumbers, Inc. is to continually improve our commercial construction division and keep pace with the ever-changing technology.
